SUNYConnect LMS Access Management Working Group
Group Call for Participation

Qualification:
Ability to work in a group environment, to learn quickly, to apply concrete experience to abstract or generalized situations, to complete work by a deadline, and to represent constituencies: institution (research center, community college, etc.) or specialty (web design, patron access to data, open access policies, patron services, etc.). Willingness to create and participate in "satellite" groups to work on focused topics.

The SUNYConnect project is looking for volunteers to form an Access Management Working Group. The Group will address topics related to the development of the Union Catalog and SUNY-wide patron services:

union catalog indexing
WebPAC customization
universal borrowing guidelines
patron empowerment features
additional services to enhance patron access to SUNY library collections

Karen Gardner-Athey from the Office of Library and Information Services (OLIS) will be the Access Management Working Group leader. Laura Murray from OLIS will take the lead role in coordinating the Union Catalog WebPAC design activities.

The charge of the Access Management Working Group and anticipated timetable for addressing the issues are as follows:

Priority one: April 2001 - January 2002

1. Universal borrowing guidelines

a) Codes for SUNYConnect patron and item statuses

b) Standards across SUNY for students, faculty, staff. Standards for requests received from a visiting SUNYConnect patron will be uniform regardless of whether the request is generated remotely or on-site. These standards will be developed within the context of the SUNYConnect Advisory Council policies, listed below in italics:

1. Borrowing will be unmediated.

2. To facilitate implementation of patron-initiated borrowing in the SUNYConnect LMS, uniform borrowing privileges will be utilized.

3. Uniform borrowing privileges will be promulgated within the context of SUNY Open Access Policies. [Uniform privileges refers to borrowing within SUNYConnect campuses (e.g., all students from a SUNYConnect campus could have a uniform 4-week, non-renewable, 10 item limit, for the main circulating collection). Each library will still need local policies for students, faculty and staff; borrowing policies outside of SUNYConnect; and lending rules for special collections.]

4. Requests for copies of electronic resources only available from specific SUNY institutions and for photocopies of print materials are not considered patron-initiated borrowing.

5. Borrowing and lending arrangements outside of SUNYConnect are beyond the scope of the SUNYConnect project.

2. Web OPAC design for Union Catalog

a) Indexing for Union Catalog (overlap with Data Management Working Group

b) Web accessibility

3. Union Catalog development and testing (overlap with Data Management and System Management Working Groups)

a) Amount of holdings data held at Union Catalog level

b) Investigate issues of frequency and performance of data uploads to Union Catalog

c) navigation between Union and Local Catalogs

4. Universal Borrowing development and testing

a) Amount of patron data held at Union Catalog level

b) Investigate issues of frequency and performance of data uploads to Union Catalog

c) Testing of Ex Libris proposed Consortium Borrowing Models

d) Testing from Local and Union Catalog levels

5. Patron empowerment features

6. Patron database authentication/authorization (overlap with Systems Management Working Group)

Priority two: Beginning Spring 2002 Union Catalog content selection (overlap with Data Management Working Group)

1. e-journal access

2. Government documents

3. Metadata for e-resources

a) Implementation of SFX and/or MetaLib capabilities

b) Linking Union Catalog with Non-SUNY/Aleph institutions (such as CUNY)

c) Liking Union Catalog with Non-SUNY/non-Aleph institutions (via Z39.50)

Priority three: Beginning Summer 2002

The SUNYConnect Advisory Council is investigating options for the development of the following services. The Access Management Working Group will be expected to develop operational guidelines once policies decisions.

1. Document delivery (Nylink)

2. Remote storage

Appointment: Two year term beginning April 2001

Assumptions:

Access Management Working Group members will be expected to learn and work with some of the staff components of Aleph.
The Access Group will be split into separate task forces in order to focus on specific aspects of the charge, for example universal borrowing and WebPAC design. The task forces may be augmented by additional participants from the SUNY community.

Demonstrated skills and experience in the following areas:

1) Universal Borrowing/Patron Services group
