At their April meeting, the SUNY Council of Library Directors renewed their support for SUNY Borrowing. While the details have changed over time, the goal is still to open up the entire SUNY library catalog to any library user at 60+ institutions. SCLD's renewed commitment to this goal is an important and supportive step.

Since that meeting, the S.A.C. has commenced creating a task force to continue the progress towards SUNY Borrowing and to solicit input from key parts of the library community. That task force is comprised of :

In addition, inter-library loan librarians met during the SUNYLA Conference to generate additional discussion and input. That group plans to meet again.

The SUNYConnect Advisory Council is developing a task force on SUNY Borrowing. The vision for SUNY Borrowing is to better serve our patrons by developing a University-wide, unfiltered borrowing system that moves library materials throughout SUNY in ways that are quick, reliable and efficient. The Task Force will be responsible for helping to set the parameters for an appropriate environment for SUNY libraries to meet aggressive inter-campus borrowing targets.

The performance targets for SUNY Borrowing are:

  • 72 hour loans for physical materials
  • 48 hours for articles delivered electronically

Targets will be measured from the time the user places the request to the time the user is notified the material is ready to be picked up. Extremes for intensive research requests will not be included in measurements. Data will be collected from the borrowing systems to provide information to assist libraries in identifying possible work flow improvements.

Creation of the Task Force
Library directors will be asked to identify one person in the library to act as the contact person for the SUNY Borrowing Task Force activities. They may also nominate the contact for participation in the task force. Library Directors may also nominate themselves to participate in the Task Force. Participants will be selected by SAC. Participants will be required to communicate with the contacts within their sector. The Office of Library and Information Services can assist communication by the creation of listservs and wikis.

Task Force Make Up
(10 participants, one project manager, one consultant)
Librarians and/or library directors from the following sectors:

  • University Centers (2 representatives)
  • Other Doctoral (1 representative)
  • Comprehensive Colleges (2 representatives)
  • Community Colleges (2 representatives)
  • Colleges of Technology (1 representative)
  • An OLIS Project Manager (Ex Officio)
  • A Nylink consultant (Ex Officio)

SUNY Borrowing Task Force Deliverables:
Phase 1 Deliverables – Report/Recommendation due to SAC by Oct. 1, 2006

  • Analyze the ILLiad GS system and full ILLiad and applicability for smaller libraries
  • Analyze options for delivery tracking to include cost analysis of delivery and tracking methods
  • Recommend basic, simple load balancing strategy
  • Recommend statistical analysis to improve performance and
    identify what data is available from ILL transactions.

Phase 2 Deliverables – Report/Recommendations due to SAC by Dec. 31, 2006

  • Recommend common loan periods for materials borrowed through SUNY Borrowing
  • Recommend policies for borrowing of various formats
  • Identify deficiencies in holdings information in SUNY Union Catalog, WorldCat or other standard resources

Phase 3 Deliverables – Report/Recommendations due to SAC by March 31, 2007

  • Document best practices/workflow to meet goals
  • Document equipment recommendations
  • Recommend structures for ongoing governance and assessment
  • Recommend structures for ongoing support, training and professional development
  • Plan a meeting of all campus contacts to present recommendations
